Scooters is an easy reader rendered in a cartoon-like style with vivid colors. The story is repetitive, following the actions of three animals on scooters as they go through their day. The book is somewhat instructive, as the animals encounter different situations and have to make decisions about them. For example, the narrator says that the three animals should go through a puddle, but should not cross a street until the light is green.

The book has a word bank at the top of each page, and a note at the front of the book encourages parents to have their children read those words or listen for them in the story or look for them in the pictures.
