You could call this a workmanlike biography of a workmanlike general, but this monograph does make a point of depicting Liggett as one of the U.S. Army's first modern flag-rank officers, in that he was as much a product of the staff-school system as he was of field service and political intrigue. This also makes this book a good story of how the "Old Army" of constabulary action became, in principle, the field force of a great power.
