A thoughtful, reflective reporter investigates how his city handles rising sea water, and why it might fail, or could succeed, in changing to survive climate change. That is just as depressing and vivid and somewhat hopeful as you think. I ended up skimming great chunks of paragraphs as the author goes into details I don't care about, but if you're a resident of Miami, that might appeal to you.
