Found: Serial killer search becomes medical mystery

The police were finding the bodies of homeless men who were disemboweled. It turns out that there was medical experimentation on implanting pregnant uteruses into men so that they could carry a pregnancy and give birth. Along the way in the story there was a politician who was vehemently anti abortion who was kidnapped by the experimenters and implanted with a baby. I read this book sometime between 1986 and 2002.
