During the break of England, a less privileged band with Revolutionary ranks was determined to attain equal political rights for all adult males and a government in which the will of the majority of citizens would prevail. The reforms were countered by men of substance who saw rather a liberty that left the existing social system unchanged. This tension is addressed by Douglass as he studies the case of the various colonies in turn.
