Roy Wilkins was in his element. At the beginning of June 1966, 2,400 delegates gathered at the Sheraton Park Hotel in Washington, D.C., to attend the White House Conference on Civil Rights. Called "To Fulfill These Rights," the conference brought together representatives of business, government, education, labor, foundations, churches, and the civil rights movement to consider ambitious proposals to promote racial equality.
