
I saw this in Writer's Digest, and I came on to look, and I was curious about how it's being done. I mean who is cataloging this, and how do they have access to these author's libraries?

Well, the short answer is "it depends."
The long answer is that some libraries are accessed via library catalogs (online library holdings today, or catalogs created by the subjects themselves), others through auction records, published bibliographies, &c. &c. It differs from library to library.
The cataloging is done by volunteers, in small teams for some collections and solo for others. I "oversee" the project in that I exercise tiny amounts of editorial control (rather more in the Libraries of Early America subset), and keep the lists updated, but this is almost entirely a member-driven project based on personal interest in a given library.
